Acceptable Use Policy

1. Purpose
This Acceptable Use Policy ("AUP") defines the rules and guidelines for using the NJTownWorks platform. It supplements the Terms of Service and applies to all users of the Platform.
2. Authorized Use
The Platform is provided exclusively for official municipal financial management activities. Authorized uses include recording and managing financial transactions, preparing and managing municipal budgets, processing accounts payable and purchasing, managing debt service and bond compliance, tracking revenue and processing receipts, administering escrow accounts, managing fixed assets, running payroll for municipal employees, importing payment processor transactions, and generating reports and regulatory filings.
3. Prohibited Activities
You may not use the Platform to:
- Access, modify, or delete data belonging to another municipality
- Share login credentials with unauthorized individuals
- Attempt to bypass role-based access controls or security measures
- Enter knowingly false or fraudulent financial data into the system
- Use the Platform for any purpose unrelated to municipal financial operations
- Attempt to access, probe, or test the vulnerability of the Platform's infrastructure without written authorization
- Introduce malicious software, viruses, or any code designed to disrupt or damage the Platform
- Scrape, harvest, or bulk-extract data from the Platform for unauthorized purposes
- Use the Platform in any manner that violates applicable federal, state, or local laws
- Access or distribute employee PII (Social Security numbers, bank account details) outside the authorized payroll workflow
4. Data Accuracy
Municipal Users are responsible for the accuracy of data entered into the Platform. The Platform provides validation checks, budget balance warnings, compliance alerts, and threshold enforcement to assist users, but these features are aids — they do not guarantee data accuracy. The municipality's Chief Financial Officer and other responsible officials retain ultimate accountability for the accuracy of their financial records.
5. Account Security
Users must keep their login credentials confidential and not share them with others. Users must use a strong, unique password. Users must notify their Municipal Administrator immediately if they suspect unauthorized access to their account. Municipal Administrators must promptly deactivate accounts for personnel who no longer require access.
6. Reporting Violations
If you become aware of any violation of this AUP, please report it to your Municipal Administrator and to NJTownWorks at [email protected].
7. Enforcement
Violations of this AUP may result in temporary or permanent suspension of user access, notification to the Subscribing Municipality's administrator, termination of the municipality's subscription in severe cases, and referral to appropriate authorities if the violation involves illegal activity.
NJTownWorks reserves the right to investigate potential violations and take appropriate action to protect the Platform and its users.
