Our Commitment
NJTownWorks is committed to making our platform accessible to all users, including people with disabilities. As a platform serving New Jersey municipal governments, we recognize our responsibility to comply with applicable accessibility laws and to ensure that all municipal employees can use the Platform effectively regardless of ability.
Standards We Follow
We design and develop NJTownWorks to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA as published by the World Wide Web Consortium (W3C). These guidelines address accessibility of web content for people with a wide range of disabilities, including visual, auditory, motor, and cognitive impairments.
We also strive to comply with the requirements of Section 508 of the Rehabilitation Act (29 U.S.C. § 794d) and the Americans with Disabilities Act (ADA), Title II, which applies to state and local government services.
Accessibility Features
NJTownWorks includes the following accessibility features:
Keyboard Navigation
All interactive elements — including form fields, buttons, navigation links, data tables, and modal dialogs — are fully operable using keyboard-only input. Tab order follows a logical sequence throughout each page.
Screen Reader Support
The Platform uses semantic HTML elements (headings, landmarks, labels, and ARIA attributes) to provide meaningful context for screen reader users. Data tables include proper column and row headers. Form fields include descriptive labels. Status changes and alerts are announced to assistive technologies.
Color and Contrast
The Platform's color scheme maintains a minimum contrast ratio of 4.5:1 for normal text and 3:1 for large text, meeting WCAG 2.1 AA requirements. Color is never used as the sole means of conveying information — status indicators use text labels and icons in addition to color.
Responsive Design
The Platform is fully responsive and functional on devices of all screen sizes, including desktops, tablets, and mobile devices. Content reflows properly at up to 200% zoom without loss of functionality.
Forms and Inputs
All form fields include visible labels. Required fields are clearly indicated. Error messages are descriptive, reference the specific field, and are programmatically associated with the relevant input for screen reader users.
Focus Management
Focus indicators are visible on all interactive elements. When modal dialogs open, focus is moved to the dialog and trapped within it until dismissed. When the dialog closes, focus returns to the triggering element.
Ongoing Efforts
Accessibility is not a one-time effort. We continuously work to improve the accessibility of NJTownWorks by conducting regular accessibility audits using automated testing tools and manual review, incorporating accessibility into our development process for all new features, training our development team on accessible design and development practices, and responding promptly to accessibility feedback from users.
Known Limitations
While we strive for full WCAG 2.1 AA compliance, some areas may have limitations that we are actively working to address. These may include complex financial data tables with many columns that may require horizontal scrolling on smaller screens, and Excel file exports which are generated for download and may not be fully accessible in all spreadsheet applications.

New Jersey Accessibility Requirements
As a platform serving New Jersey municipal governments, we are mindful of New Jersey's accessibility requirements for government technology. The New Jersey Division of Disability Services and the NJ Office of Information Technology have established standards for accessible government websites and applications. NJTownWorks is designed to help municipalities meet these requirements for their financial management operations.
